The hard coal extractive industry in Romania, regulated under NACE code 051 at the second hierarchical level, represents a traditional branch with significant macroeconomic impact. Although the global energy transition puts pressure on this sector, hard coal remains a strategic resource for national energy security, especially in the context of natural gas price fluctuations. In Romania, the main hard coal basins are the Jiu Valley (bituminous coal) and, partially, the Oltenia region, although brown coal predominates there. Exploitation requires major investments in occupational safety and modernization, and competition from renewable sources and cheap gas makes profit margins increasingly tight. Entrepreneurs in this field face challenges related to extraction costs, compliance with environmental regulations (CO2 emissions), and long-term declining demand. However, hard coal remains indispensable for certain industrial processes, such as metallurgical coke production, and exports may offer opportunities. From a macroeconomic perspective, its share in GDP is declining, but the sector provides jobs in mono-industrial areas, and the rehabilitation of closed mines requires substantial public funds. NACE code 051 explicitly targets coal with high calorific power (PCS above 23865 kJ/kg), distinguishing it from brown coal (code 052). To remain competitive, operators must optimize logistics costs and explore carbon capture technologies against the backdrop of increasingly stringent regulations.
